Objectives of the project
We are proposing to develop and offer the first Executive Master in Public Debt Management in collaboration with major stakeholders and players in debt management. This is a unique opportunity to make a pioneering contribution in the area of international finance. Some of the proposed characteristics of the programme include:
The programme will be primarily aimed at existing staff of debt management offices, ministries of finance, central banks and lending institutions
That's the "E" in the EM PDM! We believe that there is substantial demand for such a programme. The Programme may also attract new graduates seeking to make a career in public debt management and related fields as well as staff from international financial institutions and commercial banks that lend to countries.
To be relevant, the programme must combine theory with best practice
The aim of the programme is to create a cadre of qualified and trained debt managers; raise the standard of PDM among countries and establish PDM as a discipline. Those completing the EM PDM will be fully equipped to manage sovereign debt portfolios and to design and implement sound debt management strategies and policies.
Modules offered should cover the different functions of debt management as well as the needs of students from different countries.

We propose to develop the course content in collaboration with major players in the area of debt management

The programme may be delivered in "mixed mode" - some modules online and others face to face.
To be able meet the constraints of professionals in full time employment and for other considerations as well, some of the modules may be delivered online. This would shorten the residential part of the EM PDM which, none the less, will be an important part of the programme. This option remains to be discussed.
