This seminar will discuss the practical day to day challenges faced when managing a Debt Management Office (DMO) or a Debt Department/Unit. The module will review the different institutional and governance frameworks that are common as well as discuss issues of coordination with other government agencies.

The module will also focus on the internal organization and operations of a debt management office including the back, middle and front office structure and respective functions; accountability and transparency consideration; operational risk; staffing and training requirements.

The last part of the course will consider frameworks for assessing the performance of debt management and of DMO operations including the World Bank’s DeMPA tool. This module will be delivered in a seminar style and will benefit from the participation of current or former Heads of DMOs.

The possibility of visiting a DMO will also be explored.
